Cannot initiate the connection to ppa.launchpad.net

This is completely due to the internet connection provided by the college/university. They block several things. I tried the same in home and no problems at all.

I tried most of the options available in the forum, none of them worked. such as this link. I tried disabling IPV6 but no use, I tried to change the server from the Main server to the country server (in the software update app) still the same.
