nvidia-driver is installed, but the driver is not loaded

Installing headers related to the running kernel fixed the issue for me.
sudo apt-get install linux-headers-`uname -r`
In my case it installed these 2 packages
- linux-headers-5.4.0-53
- linux-headers-5.4.0-53-generic
